Zimbabwean SMEs Encouraged to Bid for Government Contracts

Harare – Small and Medium Enterprises (SMEs) in Zimbabwe are being urged to actively participate in government and corporate tenders, as authorities emphasize that procurement opportunities are open to all qualified businesses.
Many local business owners assume that tenders are reserved for large corporations with insider connections, a perception that has discouraged SME participation.
Speaking to the Herald Newspaper Zimbabwe, Finance Minister Mthuli Ncube reiterated that the tendering process is designed to be inclusive, ensuring that all businesses, regardless of size, have a fair chance of securing government contracts.
The Procurement Regulatory Authority of Zimbabwe (PRAZ) oversees the public procurement process, ensuring transparency and accessibility. Tenders are advertised in newspapers, government gazettes, and online platforms, yet many SMEs fail to take advantage of these opportunities.
Increasing SME Participation
Despite tenders covering a wide range of services, from construction and consultancy to infrastructure development and goods supply, participation from SMEs remains low.
"Instead of merely observing successful bidders, SMEs should analyze winning strategies and apply those lessons to their businesses," said Minister Ncube. Bidding success depends on preparation rather than connections.
SMEs looking to enter the tendering space should focus on:
- Regularly checking for tender notices.
- Meeting legal and financial requirements.
- Pricing their bids competitively.
- Submit well-prepared proposals aligned with specifications.
Accessing Tender Opportunities
To simplify the process, various online tender portals provide access to public and private sector tender opportunities. These platforms include:
- The e-GP System (under PRAZ) – Facilitates electronic procurement for increased efficiency and transparency in public sector tenders.
- Aggregator tender portals – Privately owned platforms such as Tendertube, compile tenders from multiple sources, offering SMEs a centralized space to find opportunities and receive alerts on new tenders.
Training and Networking for Success
SMEs that are not familiar with the tendering process can get access to training and mentorship. For example, tender portals like Tendertube guide on:
- Writing competitive bid proposals.
- Understanding compliance and legal requirements.
- Developing pricing strategies.
- Avoiding common tendering mistakes.
Networking also plays a crucial role in tender success. SMEs are encouraged to attend industry workshops, connect with procurement officials, and engage with businesses that have successfully secured tenders.
SME owners are encouraged to register on tender portals, educate themselves on the process, and submit bids. Even unsuccessful bids provide valuable learning experiences that can lead to future success.
With Zimbabwe’s economy growing and public procurement remaining a significant part of government spending, SMEs that take proactive steps today could become the country’s next big suppliers.
